The Staffordshire Hoard will now be on permanent display at museums in the Midlands after fundraisers hit their £3.3 million target almost a month ahead of schedule.

The Hoard, the largest ever find of Anglo-Saxon gold, will now be on display at museums in Birmingham and Stoke.
The National Heritage Memorial Fund, a government funding pot for historical artefacts, pledged £1,285,000 to the campaign, hitting the fund target. The treasures were dug up in a field in Hammerwich, near Burntwood last July...

A council scrutiny committee has offered some hope to over 3,000 worried patients facing the closure of a Bloxwich GP surgery. Walsall Council’s health scrutiny panel has recommended keeping a GP surgery in the Mossley and Dudley Fields areas of Bloxwich open.

Married GP’s Abdul and Rifat Ghaffar, who own the Abbey Square Surgery have announced that they will retire on March 31. A third GP, Dr Saema Saleem, is also leaving the practice. As a result, NHS Walsall has decided to review the future of GP services in the area and have embarked on a consultation process with local residents regarding the possible closure of Abbey Square and transferring patients to the Pinfold Street Health Centre.

In a move that is likely to cause conflict between the council and NHS Walsall, members of the health scrutiny and performance panel voted unanimously to keep GP services at Abbey Square Surgery. Following the meeting, panel member Councillor Ian Robertson (Lab: Blakenall) said: "Tonight's turnout of patients is a good show of democracy. It's important that the surgery remains where it is."

Councillor Melvin Pitt (Con: Bloxwich West) said: “The scrutiny panel says it should stay. I’m sure the patients will say it should stay. It appears people are saying they want it, the question is whether the PCT will listen to the consultation.”

Councillor Clive Ault (Con: Pelsall), health scrutiny and performance panel chairman said: "At the recent local neighbourhood partnership meeting in Blakenall, it was very clear that the people living in the Mossley and Dudley Fields estates want their own doctor. They don't want to travel to Pinfold Health Centre. Tonight, this desire has been reaffirmed and the panel recommends that the surgery should continue from Abbey Square."

The consultation continues until Friday 23 April and people can email their views toconsultations@walsall.nhs.uk or contact NHS Walsall on 01922 618358 to discuss them. It is anticipated that NHS Walsall will make a final decision on the future of the surgery in July 2010.

Professor Sam Ramaiah, Walsall’s director of public health, said: "We are still eager to learn the views of all local people who have not already commented.

"The Board of NHS Walsall will take into full account all feedback – as well as other important factors including sustainability – before coming to a decision at our public Board meeting in July 2010."

A 42-year-old Bentley woman was seriously assaulted and threatened at her Poplar Avenue home by two men who made off with several thousand pounds worth of Asian gold jewellery and cash on Wednesday afternoon.

The robbers were disturbed at around 2:50pm on 17th March when the woman arrived home. As she unlocked her front door she heard footsteps at the side of her house and went to investigate.

The two men then pounced, bundled the woman to the floor before assaulting and threatening her. The men then fled with cash and a variety of Asian gold jewellery.

DC Mark Waite, from Bloxwich CID, said: "The offenders assaulted the victim causing her injuries. The level of violence used against this lady, someone who posed no threat to her assailants, was totally unwarranted. She required hospital treatment for bruising to her ribs, back and neck”.

Both men are described as white, 5ft 9ins tall and in their early 20s. One spoke with a local accent and is said to have been wearing a dark, tightly fitting beanie hat.

DC Waite added: "I'd urge anyone with information to contact us, particularly anyone suspicious of somebody who has inexplicably come across a significant amount of cash or gold jewellery."

Amongst the items stolen were rings – some featuring emerald green, white diamond, or black precious stones – and necklaces with diamond encrusted ball and heart-shaped pendants.

An independent inquiry has blasted Walsall Council as lacking the “capacity and competence” to manage European funding intended to regenerate communities in Walsall. The mismanagement of European Regional Development Fund and European Social Fund grants has resulted in council tax payers in the borough footing a £2.5million bill.

A report by independent auditors Grant Thornton highlights the fact that under normal circumstances, the council should have acted as an intermediary between third sector organisations providing community projects and the Government Office of the West Midlands and would not normally be exposed to financial risk. However, a lack of adequate accounting, audit trails and risk management has led to the cash-strapped council paying back £2.5million out of a total of £3.2million in European Union funding.

The report, due to go before the council Audit Committee on Wednesday describes “major deficiencies” in the way that Walsall Council administered the funding scheme between 2003 and 2009 and quotes the Government Office of the West Midlands who, following an inspection last August, found that the council management and control systems were “inadequate” and that the overall position was “wholly unsatisfactory”.

A lack of transparency, ineffectual communication and a reluctance to undergo meaningful scrutiny resulted in the Government Office of the West Midlands threatening to fine the council in addition to claiming back the full £3.2million grant. In light of its findings, the report recommends that the council should now “undertake a review of all other major grant funding streams”.

The inquiry team from Grant Thornton interviewed a number of councillors and current and former council employees involved in the debacle, including current Chief Executive Paul Sheehan, Council Leader Mike Bird and former head of programme management Peter Francis. Annie Shepherd, the Chief Executive of Walsall Council at the time of the scandal, did not appear before the inquiry.

Peter Francis alerted council bosses of his concerns regarding the management of the Neighbourhood Renewal Fund action plan within two weeks of being appointed. He was subsequently suspended and then sacked by the council. He later successfully claimed against unfair dismissal and was awarded £650,000 in compensation. In July last year, Council Leader Mike Bird implied that it was Mr Francis who was responsible for the funding crisis over a number of years even though the officer was only in post for nine months before his removal. The Thornton inquiry glosses over the affair, stating: “This report does not address these historical issues as the matter is outside of our scope.”

Annie Shepherd left Walsall Council in 2006 as an investigation by the Crown Prosecution Service and the City of London Police into financial irregularities was beginning. The investigation resulted in the finding that there was no evidence of criminal activity within the council. Ms Shepherd is now Chief Executive of Southwark Council.

Current Chief executive Paul Sheehan said: "We have just received what is a very comprehensive report into a number of important issues going back to 2000. "We will now consider the full implications of the report before taking appropriate action. It is essential that we respond to any weaknesses in the Council’s processes in order to avoid any repetition in the future."

The Audit Committee, which meets on Wednesday, will have to consider the findings of the inquiry and pass on its recommendations to full council. However, as the Grant Thornton report points out, the Audit Committee “has the overall responsibility for ensuring the Council risk management arrangements are sound and effective” and so, as the overseer and vital watchdog of financial dealings with both Westminster and European funding, the committee has failed and, in reality, be in a position to judge itself.

No disciplinary action against officers who remain in service with the Local Authority has been announced and, as yet, no councillors responsible for the mess have offered their resignations.

A Walsall charity which provides mental health support to isolated members of the community faces an uncertain future after being refused vital funding.

NHS Walsall has rejected a funding application from the Black Sisters Collective based in Wednesbury Road for a yearly £50,000 grant to provide one full-time and two part-time support workers. Unless alternative funding is secured in the next few weeks, the project is likely to face closure. Maureen Lewis, director of the collective, said: “We are very unhappy about this application for funds being turned down so late in the day. We now have two weeks to look to other sources or the service will close in April.

“We have been trying to negotiate with NHS Walsall for the last four years for a more long-term arrangement for the mental health project. We have been getting various pots of money from their commissioning team to help cover some of the work we do, but we want to get out of the cycle where every March we are saying to our service users we may be closing because of a lack of funding.

“We really don’t think £50,000 is a lot to ask.”

In January, it emerged that funding promised to the Black Sisters Collective under the government Supporting People grant had been allocated in error by Walsall Council and none of the £7million awarded to Walsall went to the group in spite of assurances that it would.

NHS Walsall blames “pressure” in the financial climate for the latest setback. A letter from Anet Baker, senior joint commissioning manager for NHS Walsall, told the charity: “The financial climate in both the local authority and NHS Walsall has been under increasing pressure over the last few years. Whilst it is appreciated that Walsall Black Sisters Collective provides a valuable and much needed service to the black and minority ethnic community it is with regret that I have to inform you funds to enable NHS Walsall to commission such a service, as described in your proposal, is not available.”

Teenager arrested over fatal screwdriver stabbing

A 16-year-old boy has been arrested and held by police in Walsall on suspicion of murder after Sarfraz Khan, a 24-year-old father of two from Birmingham, was stabbed in the head with a screwdriver at a children’s play area in Sparkbrook.

Mr Khan, from Hodge Hill, died in hospital earlier this week, four days after being stabbed.

Detectives believe Mr Khan, who has two daughters aged two and four, became involved in an argument after a group of up to eight teenagers, including at least two girls, objected to him urinating at the play area.

Officers were still appealing for witnesses and were keen to speak to two female teenagers who they believe were at the scene.

With a “trinity” of increases due in the next few days, the average could rise to a record 124p a litre just after Easter, the AA added. A Pelsall school is looking for a new community governor who can help move the school forward to the next stage of its development. St Michael’s CE School is inviting applications from locals who wish to make a positive contribution to life in the community.

Community governors do not have to have children at the school, but require a willingness and desire to help the committed governing body continue its drive to improve standards and ensure that St Michael’s is a school that pupils want to go to.

The governing body has recently appointed a new head teacher, Mrs Ros Hutchinson, and they are working closely together, overseeing new building work at the Maple Road site.

“We are entering a very exciting phase at St Michael’s School and need a new community governor who can work with us to ensure the place is a safe and happy one for the children,” said Mrs Hutchinson.

“The governing body is a hard-working and dedicated band of volunteers that is essential to the success of the school.”

Anyone wishing to apply for the position should write to Mrs Hutchinson and Mr Simon Merckel, chairman of the governors, at St Michael’s School, Maple Road, Pelsall, WS3 4JJ or email

A major fish rescue operation will take place at Chasewater Reservoir next week before water levels sink dangerously low during draining, before essential dam safety work starts. Thousands of fish must be removed from the Chasewater Country Park site. Labour Party members in the Walsall South constituency have chosen the candidate to stand in the next general election following the decision by sitting MP Bruce George to retire. Considered to be something of an outsider when the short list was announced, solicitor and broadcaster Valerie Vaz has been selected with about 60% of the vote.

The former councillor and deputy leader of the London Borough of Ealing currently works as a solicitor for the Government Legal Service at the Treasury Solicitor’s Department. She has a degree in Biochemistry from Cambridge University and has worked as a presenter and interviewer on the BBC Network East television programme. Married with one daughter, Ms Vaz is the sister of controversial Leicester East MP Keith Vaz. Her other midlands connection is that she once sat as a part time Deputy District Judge in the County Court on the Midland and Oxford Circuit and unsuccessfully stood for selection as a parliamentary candidate for West Bromwich East.

Her nomination for Walsall South is unexpected as former West Midlands MEP Neena Gill was expected to be the favourite following her defeat in the last European elections. Another front runner, Susan Hayman, aide to Worcester MP and government minister, Michael Foster, also failed to impress party members. Wolverhampton councillor Sandra Samuels may have blown her chance of selection by suggesting that cuts in services would lead to rioting. The fifth woman on the short list, Sally Benton, born in Walsall and a former nurse and care worker at the Manor Hospital, was also overlooked.

The all woman short list was imposed on local activists by the ruling National Executive Committee of the Labour Party in an attempt to redress inequalities and under representation in parliament. Harriet Harman, deputy leader of the Labour Party wanted an all Asian woman short list for Walsall, but was happy not to introduce the initiative in Erdington where her husband, Jack Dromey was selected. The Labour Party Ethnic Minority Taskforce, which seeks to improve multi-cultural representation in the commons, was highly critical of the Erdington decision. The EM Taskforce is headed by the Right Honourable Keith Vaz MP.

Valerie Vaz will now defend an 8,000 Labour majority against Richard Hunt for the Conservatives, Dr Murli Sinha for the LibDems and Derek Bennett for UKIP in the general election that is expected to take place on May 6.

David Southall, aged 29, pleaded guilty at Walsall Magistrates Court to possession of a the Class B drug, saying that it was for his personal use. He was fined £20 and ordered to pay £85 costs.

Fundraisers are hoping dozens more will choose Walsall Hospice as their charity for this year’s event, which takes place in Sutton Coldfield on Sunday, June 6 – and smash last year’s total.

Cheryl Bradburne, head of fundraising at Walsall Hospice, said dynamic fundraising duo Sharon Woodland and Rachel Ridler had already signed up for the 8½-mile race and had pledged to dress as sunflowers to mark Hospice Awareness
Month, which is also in June.

“Whether they decide to do the run in fancy dress or wear something yellow, we would welcome any support from runners who wish to raise those vital pounds for our charity,” she said.

All runners who choose Walsall Hospice as their charity will receive a free t-shirt, if they contact the fundraising team to confirm their registration.

The Hospice is set to open early next year, but it needs to raise £1.5 million for equipment and initial running costs.

Staff and volunteers are organising a raft of fundraising events to achieve the target.
