Walsall Council is set to impose a £4 charge on people travelling to and from council run day centres later this month in a move it claims will make social care more efficient.
The council decided to slap the £4 return journey charge on elderly people and people with disabilities in December 2008, but has not yet been introduced because the council has had difficulty in working out how to collect the money. More than a year after the controversial decision was made, the existing social care payment card system will be expanded to collect transport costs. The expansion will cost £4,000.
The delay has caused anxiety in the community, with day care users in fear of massive back-dated bills, but a leading councillor has given her assurance that the payments will not be back-dated. Councillor Barbara McCracken, Cabinet member for Social Care, Health and Housing, said: “Letters have been distributed explaining this improved system.
“After careful consideration we have decided to adapt the current social care payment card system which our service users are already familiar with as we want to make things as straightforward as possible for people and avoid them having to carry around cash.
“We want to serve their needs much more efficiently while ensuring the council is in an excellent position to meet the demands arising from a transformation of adult social care in 2011.”
The recently approved council budget aims to save more than £11million and involves a cut of £5million in social care services and a number of day centres have already been axed. The same budget has allocated over £1million to refurbish council offices at the Civic Centre.
