Controversial plans for a £1.2 million red route road scheme are to be put before council bosses for approval.

The A4148 in Pleck Road and Bescot Road will become no stopping zones in the new year in an attempt to ease traffic congestion. But local businesses fear that the double red lines will deter shoppers and create difficulties in receiving vital deliveries. Walsall Council cabinet member for transport, Councillor Tom Ansell said:
“We have spent a great deal of time listening to what residents would like to see along the road. The great majority of people are in favour of the project and can see what we are trying to achieve for them which is heartening.”

Walsall has already introduced red routes on the A454 Wolverhampton Road at a cost of £900,000 and on Broadway North. Future red route schemes include the A461 Lichfield Road, the A452 Chester Road, the A4041 Queslett Road and the A4031 West Bromwich Road which are part of the plans to introduce 260 miles of red routes across the West Midlands by 2015 at a cost of £28 million.

Plans to allow the controversial Grace Academy in Darlaston to swallow up half of a local park have been dumped by a Walsall Council planning committee.

The proposal, tabled on behalf of Seymour Harris Architecture, involved the building of a fence to close off public access to 52 per cent of George Rose Park. The report, presented to Councillors on the Development Control Committee, stated that the land was needed for playing fields for the new Grace Academy. Campaigners opposed to the loss of a community green space feared the “change of use” application would pave the way for building development in the future. The Academy has outlined ambitious expansion plans since it took over the former Darlaston Community Science College 2 months ago. It has been suggested that the plan is to build a new school in the park and then demolish the old school and use that space for playing fields.

The report states: “Public reaction to this application has also attracted comments about the wider redevelopment scheme, including possible new access points. That is not part of this application, and these comments need to be considered separately, in relation to any redevelopment application that may come forward.”

It goes on to say: “George Rose Park is assessed as High Value but Low Quality and therefore the Council has a commitment to raising the quality of the park where possible and protecting the site through the planning process.”

Apart from the worries raised by local residents, the Environment Agency and the Inland Waterways Association have objected to the scheme and British Waterways, Natural England and the council`s Pollution Control department have concerns regarding the environment. Labour MP for Walsall South, Bruce George, also raised objections to the plan. Speaking before the meeting, he said: “This is the only major public space in this locality and to take it away from the local community is an absolute disgrace.”

Following the rejection of the planning application, Leader of the Council and Vice Chair of the Development Control Committee, Mike Bird, said: “This is a very sad day for Darlaston. This will allow the people who are not for the Academy to get their way. In my view the school is at risk of not being expanded. This has wider implications for the council.”

The decision to reject the proposal is unusual as it had the backing of senior planning officers and the Development Control Committee, made up of 20 Councillors, has a Conservative majority of four.

The future of the Grace Academy, run by evangelical millionaire Robert Edminston, is now in doubt and questions are being asked as to why the need for extra land was not included in the consultation process leading to the closure of the former Darlaston Community Science College. Some campaigners suspect that the land grab was part of a secret deal between the council and the controversial evangelical Christian. Public opposition to the Academy was ignored as the Council and Serco, the private firm that runs education in Walsall, rushed through the deal to take Darlaston Community Science College out of Local Authority control and place it in the hands of Mr Edminston.

Development plans for a former car rental garage in Pleck are again attracting opposition. The garage, in St John's Road, had originally been earmarked to become a mosque, but now owner Tahir Mahmood wants to convert the building into a banqueting hall.

About 50 people attended a public meeting at St John's Community Hall in Scarborough Road to object to the latest development plans. Local residents fear that the facility will worsen traffic congestion and parking problems in the area. Eileen Edwards of Scarborough Road said:
“I have nothing against mosques, nothing against wedding halls, but it is in the wrong place. You can't bring anything that will increase traffic to this area.”

Pleck Councillor Dennis Anson said: “It's going to be even worse than the mosque. If this were to get passed, it would be horrendous and if this comes up before planning, I will definitely ask to speak on it. With all the problems we have with the Manor Hospital, this is going to make the situation even worse.”

Landowner Tahir Mahmood said that the hall would be used for weddings, parties, conferences and other events. He said: “There is no facility for this sort of use and it would also create jobs, at a time when employment is needed in the area. It would be two halls which can be segregated and could be used for anything from wedding parties to private functions to political debates.”

Health advice from authorities following Moxley fire

Following a fire at a warehouse in Western Way, Wednesbury, the Health Protection Agency are advising local residents who have not been evacuated to keep their windows and doors closed and stay indoors as a precautionary measure, while the fire continues. This advice restates previous advice given to people in the affected area.

The site involved in this fire may have an asbestos-cement roof and it is possible that these materials may have been deposited in ash or debris over the vicinity surrounding the industrial site. However, this is of no particular health concern as asbestos fibres are not readily released from asbestos containing material into the air.

Dr Naveed Syed, Consultant for the Health Protection Agency said: “It is important to reassure people that the risks to health are low and there is unlikely to be any significant exposure to asbestos following fires involving materials containing asbestos. There is no direct evidence of long-term health risks from fires involving asbestos containing materials but it is sensible that any asbestos containing debris is removed to minimise any potential exposure.”  

Councillor Mike Bird, Walsall Council Leader, said: "Once again we must praise the excellent job that the emergency services have done in responding to this very large fire. It goes without saying that any help we can give we will be more than happy to offer."

Walsall Council is arranging clean-up of asbestos-containing materials burnt in the fire which may have dropped into the surrounding area. In the meantime, If residents do find ash or debris from the fire on their property, they are advised to leave it alone and to contact the local authority on 01922 653348 so that clean-up can be arranged.

If it is absolutely necessary for residents to move or remove debris themselves (e.g. from a car windscreen) they should first damp down the debris using water, and either gently flush away small particles to the drain or, wearing protective gloves to prevent scratches, pick up larger pieces carefully, place in two plastic bags, seal and dispose of at a local refuse collection point. Do not sweep up or vacuum debris as this could create airborne dust.
