High-speed, fibre optic broadband connection is a step closer for Walsall, as BT announced the locations of the first connection boxes.

Telecommunication control boxes are to be installed in Lincoln Road, Green Lane, Sutton Road, The Crescent, Daw End Lane, Lichfield Road, Holden Crescent, Market Place, Bentley Drive, Remington Road, Bloxwich Lane and Pleck Road.

It is hoped that over 110,000 homes and businesses in the Black Country, Birmingham and Warwickshire will be connected by the summer of 2010. BT telephone exchanges covering Walsall, Leamore, Great Barr and Wednesbury will also be upgrade to super-fast fibre next year as part a £1.5billion plan to connect 10 million homes by 2012.

Group Chairman Kevin Beeston will step down as non executive Chairman and retire from Serco Group plc after the company holds its Annual General Meeting in May 2010. His decision comes after Serco announced a sharp rise in profitability in spite of the recession and after Mr Beeston accrued £1.38m in share dealings within the company.

Accountant Beeston, aged 47 said: “Next year will mark my 25th anniversary with Serco and 8th year as Chairman. Over this time the group has enjoyed great success and reached many significant milestones. With my 25th anniversary next year it seems an appropriate time to step down and for the Board to have sufficient time to appoint a successor.”

As well as running education services in Walsall and Bradford, Serco is an international outsourcing service provider with an extensive portfolio of government defence and security contracts. The company provides training and operational support services to the Australian Department of Defence, the German Bundeswehr and the US Department of Defense. Under UK government Public-Private-Partnership (PPP) schemes, Serco run Dungavel and Yarl’s Wood detention centres on behalf of the UK Border Agency, the Atomic Weapons Establishment and provides training, engineering and operational support to the RAF and flight arms of the Royal Navy and British Army including the current deployment of Merlin helicopters to Afghanistan. The company also handles air traffic control systems in the US and Middle East and specialist ground handling services at airports across the globe.

In late August, with the global economic downturn biting hard, Serco posted a 33% rise in profitability. In the six months to June, pre-tax profits rose to £83.4m from £62.8m in 2008. Share-holders earnings rose 35 per cent to 12.46p and the dividend rose by a quarter to 1.85p. Shares in Serco went up 27.3p to 482.3p. Serco's order book was worth £16.7bn at the end of June 2009 and since then it has added a further £1bn of contracts.

Departing chairman, Kevin Beeston has sold 76,800 shares in the company, 50,000 shares held in his own name and 26,800 in the name of his wife Jayne Beeston. All the shares were sold at 535.35p each. The disposals attracted just over £410,000. Mr Beeston retains 293,925 shares in Serco. On 24 September, Mr Beeston exercised options over 776,837 shares at a cost of £1.58m. He immediately sold 506,112 shares at 503.32p each, raising £2.55m.  This means that Mr Beeston has made a net profit of £1.38m from the two transactions. On 13 October, Serco announced that he was retiring from the company.

Four days earlier, on 9 October, Serco Group plc announced that Andrew Jenner, Finance Director, exercised options and entered into transactions in the Company's ordinary shares in the London market. He exercised options over 433,170 shares and transferred 236,406 shares to his wife, Mrs Jane Jenner. As a result of the option exercises, his beneficial interest in ordinary shares in the Company increased by 236,406 shares to 370,030 shares.196,764 shares were sold on the London market at a price of 523p per share attracting an income of over £1m.

On 6 November, the company was informed that Christopher Hyman, Chief Executive, exercised options and entered into transactions in the Company's ordinary shares. He exercised options over 415,097 shares and transferred all of the shares to his wife, Mrs Lianne Hyman. Security has been granted over these 415,097 shares in the Company, in which Mr Hyman has a beneficial interest, to his bank.

As a result of the option exercises, which were wholly self financed, Mr Hyman's beneficial interest in ordinary shares in the Company increased by 415,097 shares to 735,510 shares. Given the current share price of 528p, this is a holding of just under £4m.

Details of the options over the Company's ordinary shares exercised by Mr Hyman were as follows:-
• 69,411 nil cost options, granted to him under the Company's 2005 Long Term Incentive Scheme.
• 295,856 nil cost options, granted to him under the Company's 2006 Long Term Incentive Plan.
• 49,830 options with an exercise price of 425.42p per share options granted to him under the Company's 1998 Executive Option Plan.

Serco Group plc was notified on 17 November 2009 that Andrew White, Group Operations Director, exercised 13,158 options with an exercise price of 425.42 pence per share granted to him under the Company's 1998 Executive Option Plan and sold all the shares in the London market at a price of 530p per share.

Whilst there is no suggestion of any impropriety regarding these transactions, city analysts have raised an eyebrow as to the timing of exercising share options in the current economic climate. Serco Group plc seem immune to the effects of the downturn and are predicting continued growth in outsourcing, as are other service providers such as VT and Capita.

Back in 2003, when asked about the secrecy surrounding Serco operations in an interview with Andrew Davidson of the Times, Kevin Beeston said: “The reason we have adopted a low profile is not because we’re secretive, it’s probably just because our customers have never wanted us to be highly visible.”

Serco Chief Executive, Christopher Hyman said of Mr Beeston: "During his 25 years of service with the Company, Kevin has held many significant positions including Finance Director, Chief Executive and Executive Chairman of the Group. On behalf of the Company I would like to thank Kevin for his significant contribution over a long period of time and wish him every success in the future."

The outcome of the latest expensive employment tribunals to have dogged Walsall Council is expected to be announced in the next few weeks.

The authority is awaiting the decision of the Carl Teasdale’s case which saw the authority employ five full-time lawyers for the ten-day hearing in fighting the former manger’s claims that he was constructively dismissed and suffered disability discrimination by the authority.

Mr Teasdale, who worked for the authority for 16 years, is rumoured to be claiming £400,000 damages from the council.

In 2007 the council was reported to have paid out over £125,000 to former finance officer Elizabeth McDonald who claimed disability discrimination and unfair dismissal, settling her case when the offer was made during tribunal proceedings.

A year earlier, it paid out £650,00 to Peter Francis after conceding his claim for unfair dismissal and disability discrimination.

The latest Birmingham hearing learned that 52 year-old Mr Teasdale received a four page leaked document which was part of an investigation by the district auditor into alleged breaches of procedure by the authority into its handling of employee relations.

Mr Teasdale told the tribunal it mentioned him by name but when he raised it with the council he said the authority ignored him, causing him undue stress leading to a nervous breakdown. He claimed the authority failed to address his health under the Disability Discrimination Act, ultimately forcing him to resign.

The tribunal was told that the document was made subject to clause Section 49 of the Audit Commission Act, making it illegal to disclose its contents. Although the banning order did not automatically apply to legal proceedings, Walsall Council successfully argued that the press and public should be excluded from the tribunal each time it was referred to in detail.

The tribunal is now expected to announce its findings on the case before Christmas and if it decides in favour of Mr Teasdale an announcement of damages could follow in the New Year.

Walsall Council, in partnership Dudley, Sandwell and Wolverhampton, are preparing to publish the Black Country Joint Core Strategy and then present the plan to the Secretary of State for approval. The strategy maps out the future of development in the region between now and 2026.

It is hoped that a joint approach means that a common set of strategic policies can be applied consistently across the four authorities. It also offers economies by allowing the sharing of limited staff resources, particularly where specific expertise has been required in areas such as retail and waste policies, and sharing funding support from consultancy work.

The authorities have agreed to work together to produce the plan in partnership with the community and other key organisations such as voluntary and private sector bodies and businesses. Linked to the West Midlands Regional Spatial Strategy, the JCS will not only deal with land use, but will also consider environmental, economic and social issues. The five key strategies are Housing, the Economy, Employment and Centres, Transportation and Accessibility, Environmental Infrastructure and Waste and Minerals.

Walsall has been designated as one of four Strategic Centres along with Brierley Hill, West Bromwich and Wolverhampton. The plan also identifies four Regeneration Corridors within the borough. These are:-

The Strategic Centres will be the focus of new shopping, office, leisure and cultural development, and mixed use developments with new homes built at high densities. It is hoped that the Regeneration Corridors will provide high quality employment.

The Bloxwich – Birchills – Bescot corridor will see 1645 new homes built and the re-location of Bloxwich station from Croxdene Avenue to Croxstalls Road. The re-opening of the Walsall to Stourbridge railway line might lead to the building of new railway stations at Leamore and Pleck.

In Brownhills, 455 new homes will be built and the re-opening of the Walsall to Lichfield line could see new stations at Pelsall and Brownhills.

The Loxdale – Moxley proposals includes improvements to George Rose Park as part of the expansion of the Darlaston Grace Academy. However, the £300,000 earmarked for the improvements was withdrawn just a day after Walsall Council Development Control Committee rejected plans for the controversial school to annex over half the park.

The Wednesfield – Willenhall – Darlaston corridor in partnership with Wolverhampton will see 1,575 new houses with the re-introduction of the direct Walsall to Wolverhampton rail service with the possibility of new stations at Willenhall and Darlaston.

A formal public consultation period following publication of the strategy is expected to start on 30 November 2009 and run until 15 January 2010. The JCS is to be considered by Cabinet next Wednesday and then by full Council on 10 January 2010. Dependent on the outcome of this consultation period and the decisions of the four local authorities, the JCS will then be submitted to the Secretary of State.

A report to be submitted to Cabinet states: “There is a risk that the policies of the JCS are found unsound following the Examination in Public. This would result in the need to repeat all or part of the preparation process. If the JCS is adopted, there is a risk that the policies may not achieve the urban renaissance they propose. In particular, the housing numbers and amounts of new and improved employment land proposed may prove to be undeliverable, and existing employment may be lost. Unsuitable policies may also result in other significant adverse impact on the environment of the area, and the quality of life of residents.”
