The Black Country is still one of Europe’s teenage pregnancy blackspots – despite a strategy to halve numbers being launched a decade ago. Millions of pounds of NHS and Council cash has been pumped into cutting the number of teen mums, which is one of the reasons for high rates of baby deaths in the region. But sex health campaigners say this has “spectacularly failed”…
